A Worcester, Ma. Police Department Detective Lieutenant, Jim has served as a police officer since graduating from the police academy in May of 1987.  While serving as a patrol officer, he served as a route officer, training officer, crime prevention officer and then advanced to Detective where he served as an investigator for the sexual assault unit. Upon promotion to police sergeant in 2000, he served as a service division official, assistant director of the Worcester Police Academy, Internal Affairs Investigator and License Division supervisor. In 2006, he was promoted to police lieutenant and took over as the day shift commander of the Detective Bureau (major crimes unit) and took over as SWAT team supervisor/sniper commander and hostage negotiations lead responder and unit commander. To date, Jim has been credited with over 100 lives saved as lead negotiator or assistant on numerous negotiations. He has supervised major crimes such as robberies, stabbings, shootings and homicides. Served as the commander of the street violence prevention unit and currently serves as the commander of the licensing/alcohol enforcement unit.

 

Jim is also a Commander in the United States Coast Guard Reserve, where he continues to serve after 30 years. He is currently the Senior Reserve Officer (Commanding Officer) for Sector Southeastern New England in Woods Hole, Ma. He commands reservists (CG Stations and Sector Response Units) whom have jurisdiction from Plymouth, Ma. to New London, Ct. His previous military assignments include Officer Candidate School instructor, Marine Safety Office Boston, pollution response, First District Office of Law Enforcement, Supervisor of Coast Guard First District Boston Intelligence Division, and U.S. Coast Guard Atlantic Area (Portsmouth, Va.) as the lead exercise planner for reserve forces ATLANTIC AREA (U.S. Coast Guard Atlantic Area coveting all areas East of the Mississippi including the Great Lakes and Gulf of Mexico). He has been activated for numerous events including all Hurricanes of 2017 serving as the planning section chief. Jim has earned numerous personal and unit awards during his military service.

 

Jim has also worked as a crime prevention specialist and graduated from the Massachusetts Criminal Justice Council certified, Crime Prevention Officer School. Jim has done numerous threat and vulnerability assessments at both schools and businesses, assisting all find better ways of securing and training for any rising issues. Jim also spent three years as an Adjunct Professor of Criminal Justice at Newbury College, Brookline, Ma. teaching numerous courses in both beginner and advanced CJ topics.

 

Jim has completed a Master of Arts Degree in Criminal Justice from Anna Maria College, in Paxton, Ma. and Graduated from Harvard University Kennedy School of Government Homeland Security Executive Seminar (General and Flag Officer Level). Jim has completed the Reserve Components National Security Course at Ft. McNair in Washington DC, graduated from the United States Air Force Command and Staff College, Level 1 Joint Professional Military Education, and is currently enrolled in the Joint and Combined Warfighter School, Senior Joint Professional Military Education Level 2 at The National Defense University in Norfolk, Va.
